(1) How to Link downloadable PDF to Blogger

Upload/Copy/Drag and Drop file to Google Drive
Click on the file you want to share
Click on a man and a plus icon next to the link icon
Click Change (change to Anyone on the internet with this link can view) 
Copy the Link
Done
Goto Blogger - Highlight the word Download PDF - Link - Paste - Apply - Update

(2) How to embed PDF/Videos to blogger post

- Upload/Copy/Drag and Drop file to Google Drive
- Double Click on the file to open it

- Click on top right 3 dots

- Click open in new window

- Click on top right 3 dots

- Click embed item (If you see that only the owner can view, then go to share to change to anyone also can view than repeat the above steps)

- Highlight - Copy the embedded code - OK

Switch to Blogger post 

- paste to the desired blog and location
