While the hold on levies for work permit and S Pass holders was "a nice gesture and we welcome it", it will bring only a temporary benefit, she added.
Delifrance employs about 200 workers across its 29 outlets here; about 30 per cent are foreign workers.
"The manpower shortage affects the way we run our business. For instance, we cannot offer table service because we don't have enough manpower," Ms Siah said.
"But customers are also becoming more receptive to self-service technologies, and we are looking into implementing more such technologies in our stores.
"We also make sure that our products are simple and straightforward to prepare, and we are also looking into introducing more grab-and-go takeaway items."
The cafe chain introduces new menu items every few months and keeps food preparation straightforward in a bid to boost sales while maintaining a lean operation, added Ms Siah.
Its latest offering is an enriched version of its top-selling butter croissant - more than one million are sold every year.
The new version is made with better-quality ingredients - such as premium French wheat flour and fresh butter from Brittany - and also served with toppings.
